3 minutes to make permanent public comments on each agenda item on this the port commission adopts a shorter period on any item. 7 a, and the executive director's report. >> thank you for joining us today. i have just a few items to report on. the first is really exciting news. i do not see jay here today, unfortunately. as you know, the san francisco arts commission does display work from local artists. a couple of months ago, they put out a solicitation, competition, if you will, for photographs to be displayed at city hall. jay ach, a fantastic hobby photographer, submitted some of his own photographs. there were a total of 185 entries. 26 artists will be part of the

exhibition which includes 3 works from jay. that takes place this week september 13 and will run through -- september 16 and will run through january 14 at the lower level of the hall. it is called a night light day area photographers take aim at the night. his some metals will be displayed, 1 is an aggregate on motor at pier 34. another is "dry dock number two." another 1 that i think many of you have seen, scientists that can take great pictures. that is amazing. i hoped you can all make it. another is the third annual a taste of south beach and mission

bay street fair. that will be on september 25 at pier 40. it is at the embarcadero between the java house and at&t park. the goal is to bring attention to this community. they have an outstanding quality of local cuisine that is always displayed. the benefits of the fair this year will go to project open hand, which is fantastic. in addition to being on the waterfront, there will be entertainment. it should be a great event. hopefully, we will have a good turnout to help the neighborhood as well as the project. september is the salmon month. there have been all kinds of events happening at the -- sponsored by the san francisco aquarium.

there have been all kinds of fun and informative exhibits all month long. there has been filled and storytelling with respect to motion film festival. my favorite is made your fishermen, meet your local fishermen. next weekend, september 19, 20, is kids weekend. the last weekend, september 26, it will be a music festival. the salmonaid coalition brings together conservation, sport, and other organizations to alert the public to the importance of the salmon industry. we are very pleased to participate in that. the next item is the conclusion of the 2010 piero patri

fellowship. i think we briefed you that that was getting under way. as you may recall, this is a fellowship in remembrance of piero patri. our dollar this year is -- -- recipient this year is -- and i sang that correctly? nod your head. anyway, she picked the cargo site. i am really excited to see what she came up with. she has a master's and landscape architecture from uc berkeley. her concept plan is building

upon all the works that david and others have done to date with the community, trying to envision something at that gate wayside. she will be presenting it on the timber 28 at 6:30 at pier 1. please feel free to join us. spur is sponsoring her. the last 3 have been [unintelligible] this year is the gateway site. the next thing i want to v3 released its request for qualification for the waterfront development opportunity site at pier 70, on an approximately 20-

acre site on perce 70. -- peter 70. requests are due november 18. -- pier 70. so far, we have had more than 150 people show interest in that side, so hopefully that will create some great ideas. this allows for 2.5 million square feet of buildings, 260,000 square feet of historic rehab. this could be an important step in the redevelopment of pier 70 . overall, this site could create thousands of new jobs and give an obvious economic boost to the neighborhood, city. the r f q was issued on august 30. responses are due november 18.

we hope to evaluate the response by the end of the calendar year and come back to you in early 2011 with our proposed selection. that will be followed, we hope, with a request for interest for the 20th street historic building. i want to pause and extend my condolences and sympathies to the friends and families of william coblins, who passed away last night. he was a major contributor to everything that has taken place in the real-estate community, here in san francisco. in fact, the current iteration of his company is an anger tenant here in the ferry building. -- anchor tenant, here in the ferry building. i just wanted to pass along my

condolences to the friends and family. you may remember 1 of our and now-retired employees. skip zeller. i think he may have come before you. among many things, skip was a classic car enthusiasts, primarily in the area of corvettes. he was proud to be a member of the north bay corvette association. he might have even been the founder of it. his real name is sanford and unfortunately, he passed away from cardiac arrest. he is a native of buffalo, new york. he came out herand for a camping trip, fell in love, stayed, and started a family here. he joined the board in 1983 and then retired in 2006.

before that, he did quite a bit of work in the fisherman's wharf area. of course, all to rob the waterfront. he was a fun guy to have around. we will miss him. he leaves behind quite a number of siblings, children, grandchildren, so hopefully they can carry on his sense of fun and maintain his corvette. >> thank you. any public comment on the executive director's report? >> commissioners, i would have liked to say a few words regarding skip zeller. skip the zeller worked for 33 years -- skip zeller worked for

33 years at the port. i worked with him for 26 years. he did a lot of work. hvac, water service, gas service, a container cranes. even though skip has passed away, he has left his stamp. this will stay with us for a long time. we will all this skit --miss skip. >> thank you. any other public comment? >> yes, it is just the idea of retirement, people giving up their jobs that they had for so long. i wish there was a way where people did not have to retire until they wanted to retire. people live longer. it kills people to retire from something they have an interest

in, like that. i grew up in san francisco, and there was somebody i knew in balboa, an italian guy, he was a renaissance man. he lived to be almost 100 years old. he had all this going for him and most people do not. i think we are killing people's talent when we make them give their lives up before they are ready. thank you. >> thank you. any other public comment? next item. >> request approval to apply for, except, and extend congested mitigation and air quality improvement funding for the metropolitan transportation commission for the san francisco county transportation authority, the local congestion management

we have been talking about water taxis at the port for a number of years. water taxis are a popular form of transportation at many of the world's major cities. san francisco bay may offers advantages for such services. we have met with a number of interested parties talking about water taxis. we have visited water taxi companies around the world. we have hired a company to a market analysis for us and demand study, which was presented to the commissioners last year, to look at the possibilities of this type of operation in san francisco. the analysis we received recommended minimum vessels and operating requirements. subsequently, the port has issued a request for interest

in operations of water taxis along the waterfront. our goal is to reach an agreement with the operated to ensure that such things can be run safely and economically while providing transportation. we are desirous that the service take place at a number of locations. 1 location is pier 1.5, where there is already an agreement with the company. the other is the hyde street harbor. the exploritoium, which hopefully will be built soon, also has allotted space for a water taxi service. we hope that there would be such a site there. all of these require little in

terms of capital improvements. pier 1.5 is a relatively new, hyde is also relatively new. and they would need to focus on providing bustles of operation. a water taxi is defined as a dayvessel no more -- as a vessel no more than 60 feet in length. the maximum capacity of around 40 people. we have restricted use so that it cannot be used as a dining vessel. we have provided detailed experience. we received four responses to the rfi. we've reviewed each of the letters of interest we received

and determined 1, san francisco water taxi llc, was the only candidate that did not require a port subsidy. san francisco water taxi proposed a true project that would utilize the port birthing locations, taking people from point to point transit throughout theçç day. ç-- the bay. negotiations haveç been close o resulting in a agreement. we hope to bring that to the commission soon. the agreement that would commence this year would run until 2015. it has 15-year option. the landing site that this specifies is on high street near the harbor.

fees -- san francisco water taxi will pay 7% of its growth for bridge across revenues for opera such a service. -- of its gross revenue for operating such a service. our landing rights agreement has all the standard to the provisions approved by the city attorney's office. san francisco water taxi is headed by a fellow named john on the east coast. he has been in san francisco offering service through the bay placards. he is the president of san

francisco water taxi. he has grand plans for this operation. i do have a representative of san francisco water taxi. paul will say a few words, and then i will finish up with closing remarks. >> good afternoon, commissioners. i will be serving as the vice- president for this development. i apologize for john not being able to be here today. san francisco water taxi is looking forward to working with the port of san francisco. we are a point to point service that removes people on the san francisco waterfront. we expect to start service within 60 days of when our license approved. we want to the knowledge and think peter daily with the port of san francisco for his hard work and guidance putting this

together. thank you. >> thank you. in closing, we are excited there is an opportunity to provide this service. john and paul have a lot of enthusiasm. there are still some details to work out, but the details are in their hands to be defined. we will work closely with them to enter a close -- smooth transition. we will be back to the port commission as close as possible when we have our ducks in a row. that just came to me, i could not help it. if more landings are available, will they be added into the provision? >> we could add them to the agreement. right now, they are not specified. we only control those two. it would be difficult to write a document that invests in a facility that is not quite there yet. >> second question is -- maybe paul would know. do you know if there are plans for other point to point landings outside of the san francisco area? >> absolutely. we are looking at sausalito, oakland, alameda, san francisco international airport. >> does this lease restrict the water taxi from getting into the cruise business? how do we limit time in the vote

from point a to point b? >> there are limits in the agreement that are narrow, in terms of use, how long it can be at birth. this cannot turn into dining cruises, ferryboats, any other kinds of excursions. there are provisions that are mandatory. if it does turn into something that was not anticipated, we are able to terminate the agreement pretty quickly. >> ok. >> i am curious, from a totally disinterested view, i wonder if fortççç mason center can beca stop as well? >> i know that it has been looked at. it is an ideal location for passengers. the trick with fort mason would be it would likely require some physical additions to the docking facilities. that is relatively expensive. to a certain extent, we identified location that would not require capital improvements to get it going. there are still opportunities. this had never really been done before, commercial water taxis, for residents and visitors. we are trying to keep the capital expenditures down to a reasonable level. fort mason is clearly high on the list. >> if these are successful, i

assume that we could talk about these. >> absolutely. >> any public comment on this item? >> yes. very interesting idea. in the short term, you should speak to larry ellison to see how this can fit into his idea of a preening and the world race to the city. in the long term, he also has the money to invest in the pier. he could even help this gentleman said of his thing because of his short-term needs, but it could last long-term, if you spoke to mr. ellison, find out how you can segue from the short term. if he has the race come here, he has the right to determine what
